The President of the Central African Republic, Faustin Archange Touadera, announced on 29 May 2023 that he would call a constitutional referendum. By announcing his intention to instruct the government to organise a constitutional referendum, President Touadera is responding to the numerous requests from civil society organisations and the nation’s driving forces to provide the country with a new constitution.

In his speech on the revision of a new constitution, the President of the Central African Republic declared: “There is nothing above the sovereign people. The people are above the constitution. As a democratically elected President, I can no longer remain insensitive to the pressing and legitimate demands of the sovereign People to provide our country with a new Constitution”.
